Eight people have been suspected of paying thousands of dollars an illegal scheme -- buying babies.

According to the Malay Mail, the office of the prosecutor of Sonora state has already issued arrest warrants against 16 people involved the case over illegal adoptions of nine children.

According to Mexico News Daily, buyers of newborn babies in Sonora pay as much as 150,000 Mexican pesos for each child in a scheme operated by a state official.

While many will think that such a scheme is filled with hard criminals, eight of the suspects showed the attitude of any "loving parent and they have cooperated with the investigation."

Sonora Chief Prosecutor Carlos Navarro said that "they never acted like your classic criminals."

Among the suspected criminals are Vladimir Arzate -- deputy director of the child protection section of the prosecutor's office who asked couples for money to "speed up" the adoption process. Another is issued against a doctor who signed fake birth certificates and documents to make adoptive parent appear as the biological parents.

Because of his position, Arzate, who works at the child protection unit and handles the paperwork for adoptions and deals for pregnant women in high risk situations, he was able to use his position for the illegal adoption scheme. Since 2011, he has used these pieces of information on parents seeking to adopt as well as the vulnerable women who are in fragile situations prone to fall for the set-up.

Working with Arzate is Jose Hernandez Lopez, an official with the Regional Ranchers'Union of Sonora

Who helps the state official by connecting them with possible buyers -- vulnerable couples who are desperate to have their own children.

Three of the nine illegally adopted children have already been found, these nine children were said to have been sold at prices ranging from 80,000 to 150,000 pesos, plus another 15,000 pesos for a fake notice of birth.

Navarro mentioned that none of the children were adopted by foreigners, and that he has already issued a call to the biological mothers of the children, asking them to come forward in an attempt to get the to try for "a second opportunity with their babies."

The investigation is still under way, which means that there could be more warrants of arrest issued, probably including the personnel at the comprehensive care center, as well as the parents who have been known to adopted illegally.

Until then, the office of the prosecutor in Sonora will be investigating further on the baby-selling scheme.
